Founded in 1952 by Shi Ming, a Taiwanese independence activist who had fled to Japan, this neighborhood Chinese restaurant near Ikebukuro's west exit is famed for its garlicky "ta-ro men" noodles and meat-piled fried rice, and has been in business for over 70 years.
